Abstract
In many cases, people are unable to solve their health problems with their own financial abilities. Thus, the state provides and manages many systematic measures for citizens with such problems. Those who live within the systematic frame managed by the state are able to solve their health problems more easily, albeit not completely. However, the issue is that, because the state has established standards that are too strict to fall under the systems provided to solve the citizens¡¯ health problems, entry into the system is, in actuality, impossible and health problems are neglected. Moreover, even when people are sheltered within these systems, problems are not actually resolved due to defects in the system. It must be recognized that these issues can potentially cause serious social problems. Health problems of an individual can cause, in a narrow sense, financial problems in the community of the family, and in a broad sense, can cause social and financial problems in the community of the state.The state¡¯s duty to protect the health of citizens, especially those in the low-income class who cannot maintain their health by themselves, is a duty prescribed in the Constitution.
